Statewide On-Scene Coordinator Position (Washington)

Region 6 anticipates advertising to fill a GS-819/1350-13 On-Scene Coordinator (OSC) position in the state of Washington. This is a full time permanent position working on Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) projects (primarily abandoned mine clean up) in the region. The duty station will be either Olympia or Wenatchee, Washington.
THE POSITION
The major duties for this technical position are:
1. Direct all technical work conducted at assigned Forest Service CERCLA sites in the manner set forth in the National Contingency Plan (NCP).
2. Serve as the primary contact with Potentially Responsible Parties (PRPs), State and Federal regulatory agencies, Federal trustees, and others involved with CERCLA response actions at designated sites within the Pacific Northwest Region.
3. Direct contractual efforts and serve as Contracting Officer Representative (COR) for Forest Service CERCLA response actions to assure that Federal funds are properly expended and contractors are utilized effectively and efficiently.
4. Assist with negotiations, strategies, and represent program interests in technical negotiations with PRPs in consultation with the USDA Office of General Counsel.
5. Serve as a resource to other Forest OSCs for specific technical issues, act as a mentor to resource personnel involved in CERCLA response activities, and conduct training for Forest personnel on technical aspects of CERCLA response actions.
There will be no direct supervision responsibilities with this position. There will be projects requiring oversight of certain technical, surveying and drafting, contract preparation or contract administration personnel.
Incumbent must be knowledgeable in the Federal laws and regulations and legal authorities available under CERCLA. Incumbent must have knowledge of hazardous materials and other environmental statutes, and agency policies, guidelines, and regulations related to CERCLA response actions and environmental cleanups. Incumbent must have ability to administer contracts involving construction operations in steep terrain and heavy equipment.
We are looking for individuals with a broad range of technical experience, excellent communication skills and high potential to successfully handle multiple environmental cleanup projects.
Considerable travel may be required for visits to project sites and meetings with those involved. Extensive overnight stays away from the duty station may be required. It is estimated that 60 nights per year may be involved in travel. Work will involve driving and walking in steep terrain, often in remote areas.
These positions will report to the Regional Environmental Engineer who will identify the program of work. The Director of Engineering will designate OSC project assignments.
