The Branch of Listing provides expert advice and technical support to the Assistant Director with respect to placing of U.S. species under the protection of the Endangered Species Act, if appropriate, and designating critical habitat. The Branch is responsible for working with regional offices and field offices to: develop and identify domestic species that qualify for Federal protection under the ESA, processing petitions and taking listing actions that are warranted based upon petitions, listing and uplisting (reclassifying a species from Threatened to Endangered) species, and designating critical habitat for newly listed species. The Branch also prepares annual budget requests, responds to inquires about the program and recently listed species, and advances conservation through regulatory and non-regulatory tools, including providing listing program direction through the development of national policy and guidance documents. This work requires Service employees to forge cooperative conservation relationships with other Federal, State and Tribal wildlife agencies, recognizing that the authorities, resources, and cooperation of all partners are required to achieve species conservation objectives for impacted species.
