Summary description of the position
The Executive Secretary is the Commission’s senior employee and shall be impartial in coordinating interests of the two national sections. The Executive Secretary is responsible to the Commission for the management of its office and its funds, which are currently at the level of $3.8 M per annum, contributed in equal parts by the two Contracting Parties. The Executive Secretary conducts business on behalf of the Commission; makes all arrangements for annual and other meetings of the Commission and its committees; prepares annual budget estimates, annual financial statements, and other documents required by the Commission; drafts minutes of the Commission and committee meetings and drafts an annual report of the Commission to the Contracting Parties. In addition, the Executive Secretary provides technical and administrative support for two Salmon Treaty Endowment Funds currently valued at approximately $174 M and for administration and monitoring of other institutional arrangements of the Commission and its related Regional Panels and Technical Committees.
The Executive Secretary currently employs 25 permanent staff, and such temporary staff as may be deemed necessary, including scientific, technical, and administrative support staff whose tasks are that of assisting the Executive Secretary in carrying out Commission functions.

Executive Secretary for the Pacific Salmon Commission
Applications are solicited for the position of Executive Secretary in the Secretariat of the Pacific Salmon Commission. The position will be available July 3, 2012. The successful candidate will be offered an employment contract of five years duration, with an option for extension by agreement between the incumbent and the Commission.
The Commission consists of eight members, four each from Canada and the United States. These two countries are the Contracting Parties to the Treaty between the Government of Canada and the Government of the United States of America Concerning Pacific Salmon whose purpose is to promote the conservation, rational management, optimum production and equitable allocation of Pacific salmon stocks originating in North America. The Commission currently meets three times annually, and more often if needed.
The Secretariat office is located at Suite 600, 1155 Robson Street, Vancouver, B.C.,V6E 1B5.
Salary and benefits
The Commission will determine an annual salary in accordance with the qualifications of the candidate, currently within a range of $117,300 up to $154,300 (Canadian funds). The salary is reviewed annually by the Commission. There is also a package of secondary benefits including pension, dental, health, disability and group life insurance, comparable to the Canadian Federal Public Service. Payment of moving expenses incurred at the time of appointment in transporting the successful applicant’s family and household effects from elsewhere than the Greater Vancouver area as well as a temporary living allowance for the successful applicant’s family will be made by the Commission in accordance with approved guidelines, if requested.
Qualifications
Candidates for this position must have a demonstrated capability for application of principles and practices of general management and the techniques of organization, coordination, and control. Also required is a demonstrated knowledge of the application of principles and procedures necessary for fiscal management as well as the conservation and management of salmon fisheries.
Since candidates who fill this position must be able to meet and deal responsibly with the public and Government officials at all levels, they must have demonstrated an ability to make clear oral and written presentations and must be able to discuss opposing points of view objectively.
Candidates must show successful completion of a Masters or higher degree from an accredited college or university; or experience which demonstrates that the candidate has an understanding of the fundamental principles and techniques required for the position. In addition, candidates must have had at least three years of progressively responsible experience pertinent to the duties of the position.
The quality and length of experience will be the basic factors for determining salaries.
